Invite to chair intentionally blocked

In Notes there is no way to send an invite to someone where they are the chair. Typically the invites come FROM the chair. What is your use case here?

There might be two potential workarounds:
1) Send an iCalendar attachment to the chair with METHOD:PUBLISH. This would allow it to be imported into the chair's mailfile (it would be an appointment).
2) Have the chair's server add an ini to explicitly allow workflow to be delivered to the chair (although I cannot say with confidence how well that meeting would behave after that - would require testing with your code). That ini goes on the Domino server and is:
CSAllowExternalIcalInviteToChair=1
